Tracker dashboard / Step timings

Average per-step timing from a sample of trace logs (last ~50 traces). Used to surface per-phase breakdowns (S3 download, GPU inference, S3 upload, Step Function callback) for the dashboard's timing chart.

Route: /api/sys/v{version:apiVersion}/swarm-tracker/tracker_dashboard/step_timings (tenant can be skipped)
